SOVEREIGN HUMANITARIAN PROGRAM
Syria Water Initiative
Self-Funded Capital Deployment Framework
From Emergency Dependency to Infrastructure Autonomy
Yasmine Foundation (YCR)
Capital Deployment: €9,000,000 - €12,000,000
February 2026
Executive Summary
The Yasmine Syria Water Initiative is a fully self-funded humanitarian and development program designed to transition Syrian communities from emergency water dependency to infrastructure autonomy and economic self-reliance.
Unlike traditional donor-driven aid models constrained by fragmented mandates and approval delays, Yasmine Foundation deploys capital directly. This allows rapid execution, long-term infrastructure planning, and the deployment of durable, solar-powered systems rarely achievable in conventional humanitarian operations.
The program integrates emergency response with permanent infrastructure, ensuring that every phase reduces recurring aid costs while increasing community autonomy. Following the liberation of Syria on December 8, 2024, we move beyond emergency aid to permanent solutions.
Mission Objective: Transition Syrian populations from aid dependency to sustainable autonomy through solar water infrastructure, technical training, and community-owned systems.
Capital Deployment Philosophy
As a self-funded initiative, capital is deployed under disciplined principles that maximize long-term impact and operational sovereignty:
CAPEX over OPEX
Preference for long-life infrastructure over recurring aid expenditure. Every capital decision prioritizes assets that generate value for 20+ years rather than consumables that require perpetual replenishment.
Front-Loaded Investment
Early deployment of durable assets to reduce long-term costs. Higher initial capital deployment creates step-change improvements that eliminate recurring emergency expenditures.
Asset Longevity
Systems designed for 20+ year operational life where possible. Water infrastructure and energy systems are specified for multi-decade service with appropriate maintenance.
Cost Decay Model
Each phase structurally lowers monthly operating costs. The program is engineered so that operational expenditures decrease as infrastructure matures and community capacity increases.
Operational Sovereignty
Financial independence ensures speed, coherence, and continuity. Self-funding eliminates donor reporting fragmentation, approval delays, and mandate conflicts that plague multi-donor programs.
Three-Phase Sovereign Implementation Model
This implementation model reads as a sovereign development program, not an NGO timeline. Each phase builds strategic control while delivering immediate relief and long-term infrastructure.
Phase 1: Emergency Water Infrastructure (Current)
Objective: Eliminate water truck dependency and provide immediate 24/7 free water access
We replace the exploitative water truck system (25,000 SYP every 2 days) with solar-powered water infrastructure:
- Deep-well submersible pumps (metal cylinder pumps)
- 200W+ solar panel arrays with lithium battery storage
- 24/7 water distribution manifolds
- Temporary above-ground network serving 20+ families per installation
- Battery storage for night-time operation
Installation Documentation:
Phase 2: Development & Buried Infrastructure (Q2 2026)
Objective: Transition from temporary to permanent water infrastructure
- Underground pipe networks replacing above-ground hoses
- Rooftop storage tanks for gravity-fed distribution
- Pressure regulation systems
- Household connections and metering
- Sanitation integration
Phase 3: Modernization & Atmospheric Harvesting (2027)
Objective: Achieve total water autonomy with advanced technology
- Warka Water Towers for atmospheric water generation
- Solar water heating systems
- Advanced filtration and mineralization
- Complete independence from groundwater when combined with atmospheric harvesting
Human Capital: Syria's Technical Foundation
Syria possesses a strong historical foundation in education and technical excellence. The population is highly capable; what is lacking is infrastructure—not capacity.
The Syrian diaspora stands ready to contribute expertise in education, training, and technology. Yasmine Foundation provides the funding to enable this knowledge transfer and innovation growth.
Current Priority: The Basics First
| Priority | Implementation |
|---|---|
| 1. WATER | 24/7 access via solar infrastructure (Phase 1) |
| 2. POWER | Solar generation and battery storage systems |
| 3. FOOD PROGRAM | Emergency nutrition security |
| 4. SCHOOLS | Physical infrastructure for education |
Training Model: Technicians undergo intensive practical training (not teaching) to operate and maintain systems immediately. Syrians train Syrians, with diaspora experts providing specialized technical knowledge.
Future Growth: Diaspora-led training programs, technical certification, YASMINE Learning Tablets, and innovation funding.
Budget & Capital Allocation
Total Capital Deployment: €9,000,000 - €12,000,000
This capital deployment covers the full three-phase sovereign implementation over 12-18 months. As a self-funded initiative, administrative overhead is maintained at disciplined levels to maximize capital directed to infrastructure and community outcomes.
Monthly Disbursement (€750,000 - €1,000,000)
| Sector | Allocation | Impact |
|---|---|---|
| Water Systems | €400,000 | 500+ installations/month |
| Training & Academy | €200,000 | 10+ Skill Centers, 500+ technicians |
Capital Deployment by Phase
| Phase | Focus | Timeline | Capital (EUR) |
|---|---|---|---|
| Phase 1 | Emergency Water Infrastructure | Current | €4,000,000 |
| Phase 2 | Development & Buried Infrastructure | Q2 2026 | €3,000,000 |
| Phase 3 | Modernization & Atmospheric Harvesting | 2027 | €3,000,000 |
Funding Model

Final Statement to the Syrian Community
We come to you as partners in rebuilding, not as a charity seeking recognition. Because our funding is independent of global political currents, our commitment to you is unconditional.
You will generate your own power, pump your own water, teach your own technicians, and own your own infrastructure.
Our satisfaction is measured solely by the improvement of living conditions and the jump-start of economic growth.
